They and companies must deal with one or more of the 58 County Counsels and District Attorneys, the 35 Air Pollution Control/Air Quality Control Districts, the Department of Toxic Substances Control, the 9 Regional Water Quality Control Boards, the 99 local fuel UST agencies, the 60 local solid waste agencies, the Integrated Waste Management Board, the 55 county agricultural commissioners, the Department of Pesticide Regulation, the Office of Environmental Health Hazard Assessment, the Department of Fish & Game, the Department of Forestry, the State Lands Commission, various port authorities, the Bay Conservation and Development Commission, and countless local planning, design review, and other agencies. And, of course, they also face enforcement from the California Air Resources Board, the State Water Resources Control Board, and the California Public Utilities Commission.

In addition, clients face environmental enforcement from Region 9 of the U.S.EPA, local offices of the U.S. Army Corps of Engineers (with two districts in California), the U.S. Fish & Wildlife Service, the National Marine Fisheries Service (with an office in Seattle), the U.S. Forest Service, the National Park Service, the Bureau of Land Management, the Department of Homeland Security (US Customs and Border Protection), the DOI Minerals Management Service, the U.S. Coast Guard, et al.

And, if the administrative civil penalty programs of each of these state, local, and federal agencies are not enough, California has 58 Superior (trial) Courts, 4 Tribal Courts, 6 Divisions of the California Court of Appeal, the state Supreme Court, 4 U.S. District Courts, and the United States Court of Appeals for the 9th Circuit.

Finally, environmental enforcement in California is pursued by "private attorneys general," under "citizen suit" authority in federal laws, such as the Clean Water Act, the Clean Air Act, RCRA, the Endangered Species Act, etc. They also pursue private citizens, companies, and government agencies in California law, using "citizen suit" authority in Proposition 65, and, since Prop. 64, to a lesser extent in §17200 of the Business & Professions Code (the California FTC Act). And, in California the "public trust" doctrine continues to be viable in the context of enforcing environmental protection laws.
